The first is seismic: the great majority of houses built before the mid-1970s are not physically attached to their foundations. The second is slope — a large share of the desirable property here sits on ground that moves slowly when it gets saturated. The third is water, which in this climate does not freeze foundations apart but rots the wood resting on them over decades.

Which of those you are dealing with determines everything about what the work costs, and it is not always obvious from what you can see. A sloping floor in a Southeast bungalow is usually a rotted crawl space post; the same symptom in the West Hills might be the hillside.

What Makes Portland Structures Different

Seismic, and most houses are not ready for it. Portland sits between the Cascadia Subduction Zone offshore and the Portland Hills fault beneath the city. Houses built before roughly 1974 typically rest on their foundations without being bolted to them, and the short cripple walls under the first floor are usually unbraced. Those are the two failure modes a retrofit prevents, and most of the pre-war housing stock has still never had one.

Slopes that creep. The West Hills and much of southwest Portland are mapped landslide hazard areas. The mechanism is specific to this climate: steep ground, silt and clay soils that lose strength when saturated, and months of steady winter rain rather than short intense storms. Retaining walls here usually lean because of water pressure, not because they were undersized.

Rot rather than frost. The frost line is shallow enough that frost heave barely registers as a cause of foundation damage. What replaces it is persistent moisture. Crawl spaces stay damp for months, and the deterioration concentrates where wood meets concrete — sill plates, post bases and beam ends.

Concrete of its era. Foundations poured in the 1900s and 1910s were mixed on site to no consistent standard. Some of what is under Portland houses is weak or friable, and that has a direct practical consequence: a foundation that will not hold an anchor bolt cannot be retrofitted without being replaced.

How do I find out whether my house is bolted to its foundation?

Look in the crawl space or basement where the wooden sill plate sits on the concrete. Anchor bolts show as bolt heads or washers set into the wood at intervals along the run. If you see none across a long stretch, there probably are none — which is the normal condition for a Portland house built before the mid-1970s.

Is a seismic retrofit worth doing?

That is a risk judgement only you can make, and this site will not push it either way. The factual parts: the work is permanent, needs no maintenance, addresses two well-understood failure modes, and is among the cheaper structural interventions relative to what it prevents.

My retaining wall leans. How worried should I be?

It depends entirely on whether it is still moving. A wall that has sat at the same lean for a decade is a very different proposition from one that shifted two inches last winter. Mark it, date it, measure after a wet season — that costs nothing and changes the assessment substantially.

What does an assessment cost?
