Foundations in the Southeast bungalow stock were poured before concrete mix design was standardised, and the variation between houses on the same block can be extreme. Some are sound at a century old. Others were mixed with too little cement and ungraded river aggregate, and can be crumbled by hand.

That variability is the finding, and it has a direct practical consequence that distinguishes it from an ordinary foundation assessment: friable concrete will not hold an expansion or epoxy anchor. A house sitting on it cannot be seismically retrofitted in the standard way, which turns a two-thousand-dollar bolting job into a foundation replacement.

So the question here is rarely whether the foundation is cracked. Century-old concrete cracks and the house generally does not care. The question is whether the material has enough integrity left to do the two jobs it now has — carry the house, and anchor it.

What We Look At Here

  • Concrete condition tested physically, not judged by appearance — surface friability and aggregate soundness
  • Whether the material can hold a mechanical or adhesive anchor
  • Cracking assessed for movement versus long-stable displacement
  • Foundation height and continuity, including any sections replaced at different times
  • Sill and post bearing where wood meets the top of the wall
  • Drainage against a foundation built with no damp-proofing and a wet season

Can my old Southeast Portland foundation be bolted, or does it need replacing?

That depends on the concrete quality, which varies enormously in this housing stock and cannot be judged by looking. Sound early concrete anchors fine; friable low-cement concrete will not hold a bolt, and that is the finding that decides between a retrofit and a replacement.
