Foundations on genuinely steep West Hills lots are frequently not the continuous perimeter walls found elsewhere in the city. They are stepped foundations following the grade, or pole and pier systems holding the house out from the slope, and both need to be assessed as what they are rather than as an unusual version of a normal foundation.

A stepped foundation has a structural weakness at each step, where the wall changes elevation and the corner concentrates stress. Cracking at those transitions is expected and is not automatically a defect; cracking that has displaced is a different matter, and telling them apart is most of the work.

Pole foundations raise a different question, because their capacity depends on embedment depth and on the condition of the pole below grade — neither of which is visible. Assessment is therefore partly about what can be established and partly about being honest that some of it cannot be, without excavation.

It is the pattern most consistent with it, since the downhill side is where a slope-driven load concentrates. It warrants a closer look at whether ground beyond the house is also moving, which may need a geotechnical opinion as well as a structural one.
