Buying on a West Hills slope means buying the ground as well as the house, and the ground is the part a general home inspection is least equipped to assess. An inspector will report a cracked retaining wall. What a buyer needs to know is whether that wall is an isolated maintenance item or the visible edge of something larger.
The site evidence is readable if you go looking for it: retaining walls out of plumb, a driveway that has cracked and stepped, fence lines and utility poles no longer vertical, trees with curved lower trunks, and drainage that discharges onto rather than off the slope. Individually these are minor. Together they describe a moving hillside.
The honest limit is worth stating up front. A structural inspection can establish the condition of the house and read the surface evidence on the site.
